  2. Michigan Legalize it PRA2000 Important notice! by Greg Schmid

    Merry Christmas everyone! You are here! Please clip and send copies of news clipping for last few days. As a chrismas present I am announcing today that we have agreed to drop Tort reform out of the initiative officially. Only Prohibition reform! The new and improved language is below. For those who are fans of gun and tobacco suit reforms-we haven't abandoned that effort altogether but have made it a separate initiative. The gun industry wasn't pulling its weight and we can't carry their anchor if they won't help our boat float! Marijuana reform is so popular now that we don't need to log roll with them anyway-I will still help them but only to the extent that they help with finances. Everyone get ready for Jan 14 kickoff. Also start organizing volunteers to circulate petitions at every voting poll for the Feb 22 presidential primary. Just call your local city or county clerk for a list of polling places-if they ask tell them PRA2000 is sending poll workers. All must stand at least 100 feet from the door of the polling place. This is the highest concentration of voters ever so don't miss this opportunity. Also-Village general elections all over the state are march 13-same drill! Everyone make sure to tell me how many petitions you can use-I will send you a pad of 100 or as many pads as you like. I am going to have about $5 into sending each pad of 100 so if you wanted to send in $20 this would be a great time to do so-up to $20 can be in cash and doesn't need to be itemized(identified) . Also-everyone get stamps-we are having a stamp drive. We need donations of stamps! sticky back please-don't make me lick them! Of course, you could send in $400 like our favorite volunteer(who shall remain nameless) did-lets put our money where our mouths are and make this work! Also-please sit down and address envelopes to all your friends from out of town(Christmas card list?) so that you can send them each a petition to fill out when they come to you on Jan 14. Encourage them to write me for more! Chain letter them-ask them to send out a petition to as many of their friends as they can! I will send you some pre folded petitions on request for this purpose-use a #10 envelope!

    Asserting the Private Jurisdiction of the Individual and Family

    Article 1-Declaration Of Rights , Section 25-Personal Responsibility

    A) We the People of the State of Michigan declare that we hold these truths to be self-evident, that all individuals are created equal, that they are endowed by their creator with certain fundamental rights, that among these are life, liberty, and the pursuit of happiness, and therefore, to secure these rights and to honor the private jurisdiction of the individual and family, it is decreed that the Michigan Constitution, and all laws of the State of Michigan, shall be strictly construed in the interest of personal responsibility, private liberty and the preservation of truth and the rule of law; and that the provisions of this section are severable; if any provision or its application to any person or circumstance is held invalid, the remainder or the application of the provision to other persons or circumstances is not affected; and that

    B) Marijuana prohibition and forfeiture laws tend to corrupt government and erode respect for the rule of law and individual free will. Freedom of conscience includes the personal responsibility to exercise self-restraint and to assume the risk of any harmful and debilitating personal consequences that could result from the abuse of marijuana, alcohol, or tobacco. It is not the proper role of a limited government to interfere with the discretion of adults exercising informed personal judgement, but only to prevent and redress acts of injustice to others through reasonable regulations. Medical marijuana use can be considered beneficial in addressing persistent nausea, vomiting, wasting syndrome or loss of appetite associated with chemotherapy or radiation cancer therapy or the treatment of acquired immune deficiency syndrome (AIDS), where swallowed medicine might be impractical, or in reducing intraocular pressure associated with glaucoma, or for controlling seizures or persistent spasms associated with chronic, debilitating diseases, such as epilepsy, multiple sclerosis (M.S.), Turrets syndrome or other similar conditions. It is not within the jurisdiction of the government to compel competent adults or medical professionals to accept or reject marijuana use as medicine or otherwise; people are free to follow the dictates their own judgement or morality in this regard, and therefore

    C) Except with respect to any incident involving operation of any motor vehicle or machine, parole or probation violation, incarcerated persons, a claim for any harm to the person or property of another, or any commercial activity, no person shall suffer punishment, forfeiture, license sanction or legal consequence in connection with the limited personal use and possession of marijuana (genus cannabis) so long as it is a personal amount not to exceed 3 mature plants, seedlings, and 3 ounces of dried usable marijuana preparation, within the curtilege of a person's private residence (or place of private residential medical confinement only if incident to treatment of a diagnosed bonafide serious and debilitating medical condition, as described above, in direct consultation with a licensed physician) in a non-public manner not readily accessible by or visible to minor children, and either i) incident to treatment of a diagnosed bonafide serious and debilitating medical condition, as described above, by a person under 21 years old, in direct consultation with a licensed physician and with written consent of a custodial parent or guardian in the case of a minor or incompetent person, or ii) by a competent adult at least 21 years old for any personal reason; and that

    D) The gross proceeds of any drug, alcohol, or gambling related asset forfeiture, and any federal funds, personnel, or other valuable federal government resources (except record access) derived from or relating to illicit drug law enforcement, shall not be used for or by state or local law enforcement agencies or for any purpose other than voluntary Personal Responsibility Education Programs for domestic violence, gambling, drug, alcohol, and tobacco abuse awareness and treatment. The gross proceeds to any governmental entity form any legal action, asset forfeiture, or negotiated settlement of any claim shall be considered a component of Total State Revenue. Any person may obtain injunctive relief in the Michigan Court of Appeals to enforce this measure, and costs and actual attorney fees shall be taxed to the state for any substantial violation hereof.Petitions available online @www.ballot2000.net
